The position is tasked to take a lead in the implementation of Hygiene awareness and construction related activities in the target areas; the work includes conducting technical assessment following the best-practices in the construction. The person will work closely with the municipalities and RACs and CSCs managers for the facilitation of the awareness campaigns and construction related works and provides additional technical skill to ensure the best quality according to the standards. Under the general supervision of the Head of Project and technical support from WASH Coordinator, the person assists in various engineering and public health activities ranging from plan, preparation and review to contract administration, design and estimate construction plan, and monitoring the quality of implementation.

Objective 1: Supervision and follow up on RACs and CSCs WASH infrastructure rehabilitation projects. 

• Coordinate the implementation of the project’s infrastructure related activities. 
• Provide overall follow up and supervision of the engineering works related to the project. 
• Ensure executing the works according to the latest approved revision of shop drawings and submittals. 
• Follow up on Bills of Quantities (BOQs), tender documents, as built quantities. 
• Actively coordinate with project stakeholders (Contractor, RACs and CSCs managers, Water authorities). 
• To maintain up-to-date records of all field level activities to show status of work, quality of construction materials, and construction sites. 
• Support in all activities related to capacity building of the RACs and CSCS managers in Moldova.

Objective 2: Develop hygiene promotion and social mobilization tools, methodologies and strategies.

• Develop hygiene promotion and social mobilization tools, methodologies and strategies adapted to the situation in the RACs and CSCs in the geographical area of intervention of ACF. 
• Participate in the implementation of hygiene awareness sessions with the local partner. 
• Support on the designing and preparation of IEC materials.

Objective 3: Data collection, Reporting, and Archiving.

• Data Collection for KAP survey and recording regarding the project indicators and the potential beneficiaries. 
• Report possible problem or conflict during the activities. 
• Regular reporting to the Head of Project Support in preparing activity progress report or any other internal/external report. 
• Archiving all project related documents and ensuring all team members have access to necessary documentation.

Objective 4: Security 

• Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols. 
• Communicate to the security managers of the working location any security related information or noncompliance with the security plan.

Objective 5: Support humanitarian activities of Action Against Hunger 

• Support the emergency interventions of the organization as per the employee’s abilities. 
• Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

• Training/ Education: Engineering degree, Technical Diploma engineering, public health, or related field. 
• Technical specific knowledge: Knowledge in behaviour change techniques, water supply and sanitation supply systems.
• Technical training in implementation of basic water networks, sanitation. 
• Previous experience: Experience in community mobilization and participation, experience in a similar position, local language speaker. 
• Humanitarian sector knowledge: Experience in the humanitarian sector in a similar position.
• Languages: Fluent Romanian and Russian and/or Ukrainian, very good level of English (written, reading and writing). 
• IT and specific systems: Microsoft Office, AutoCAD.
