A share of the support NRC is providing is through financial assistance (or “cash assistance”). Cash assistance is an effective way to support households, by giving them financial support to meet basic needs (e.g. food, hygiene items, medicine). In order to scale up our cash assistance programmes in Moldova and Romania, NRC is looking for a Cash Programme Officer, who will be supporting the roll out of the Cash and Markets programme.
Role and responsibilities
The purpose of the Programme Officer position is to assist in the day-to-day implementation of the Cash and Markets programme.
- Adhere to NRC policies, tools, handbooks, and guidelines
- Assist and support implementation of the portfolio according to established plans of action
- Implement independently procedures and activities within core competency as delegated
- Develop and maintain knowledge and skills required for the assigned area of work in which humanitarian assistance is being provided, to be most effective in assisting the project implementation and the team
- Use initiative in day-to-day problem solving in line with agreed procedures, priorities and standards for the area of work
- Ensure proper collection and filing of documents
- Promote and share ideas for improvement in your area of work
Specific responsibilities
- Follow up with referrals and double-checking if households qualify for cash assistance
- Give refugee households support (via phone) to register in our system
- Assist the Cash and Markets Programme Development Manager (C&M PDM) in drafting minutes of meetings, translations, reports and e-mails.
- Assist the C&M PDM in coordinating with the other NRC departments e.g., finance, logistics, M&E, risk and compliance.
- Support NRC’s cash hotline and answer questions that the recipients of the cash assistance may have
- Provide any kind of assistance to the Cash and Markets program, based on needs identified and assignments delegated.
- Draft a weekly situation report on Cash and Markets activities.
- As needed, conduct field visits and check in on partner activities
- Conduct post-monitoring survey with recipients of cash assistance
- Conduct additional assessments and data collection as needed

- Documented results related to the position’s responsibilities.
Context/ Specific skills, knowledge and experience:
- Fluency in English, both written and verbal
- Fluency in Romanian, and in Ukrainian or Russian
- Experience with Microsoft Office, especially Word, Excel and Outlook
