In response to the large-scale displacement of refugees fleeing Ukraine, NRC is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania, and Moldova. NRC will respond, focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps, legal aid (ICLA) and shelter – working to a great extent with local partners.

Role and responsibilities

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Professional Development Plan.

  1. Adhere to NRC policies, tools, handbooks and guidelines as well as donor requirements.
  2. Prepare and submit reports and analysis as required by management.
  3. Ensure proper filing of documents.
  4. Contribute to the development of relevant Protection projects.
  5. Contribute to management of protection projects (implementation, activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  6. Contribute to the development and management of project budgets, as well as to coordination across CCs and make sure projects are aligned to Integrated Programming.
  7. Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
  8. Support capacity building of project staff and transfer of key skills.
  9. Liaise and collaborate with relevant local authorities and other key stakeholders.
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy.
  11. Support the Protection Specialist in developing Protection Strategy, technical support and macro LFAs.

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Support development and contribute to the follow up on detailed project work plans, procurement plans, spending plans, M&E plan and recruitment plan for Protection activities.
  • Overall responsibility for high quality delivery of project activities, through effective coordination with Protection staff, Core Competency teams and close liaison with Protection Manager
  • Follow up on progress in project implementation and provide information to Protection PDM
  • Undertake regular field visits to support the Protection tea, identify gaps in relation with NRC’s overall program implementation and report them to the Protection PDM.
  • Contribute in the conduction needs assessments, and to the planning/implementation of responses to new emergencies, as well as protracted displacement.
  • Support the Protection Manager in ensuring Safety and Confidentiality of the collected information in accordance with NRC Code of Conduct and other relevant Protection Sector Information Sharing protocols
  • Support in the delivery of technical trainings and capacity building programs (including refreshers) for NRC staff and field-based networks, national authorities and local actors with major focus on Protection principles, safe referrals and identification of vulnerabilities, psychological first aid (PFA) based on capacity building plans and assessments.
  • Provide support on the monitoring, evaluation and learning of protection services, in collaboration with M&E and Protection teams under the guidance of the Protection PDM
  • Manage data analysis and information presentation related to protection monitoring
  • Oversee protection case management activities, and contribute to updating relevant tools.
  • Produce/oversee production of regular reports on protection concerns, incidents, assistance gaps, and relevant issues.
  • Contribute to donor reports on project outputs and activities, according to specified internal timelines (quarterly reports, report on indicators, submission of beneficiary tables).
  • Collect data for M&E reporting on programme achievements and progress and fill out relevant databases.
  • Ensure integration of protection in NRC area programmes, in collaboration with the PDM.
  • Contribute to the development of NRC’s Country Strategy, action plan, highlighting priorities in the Protection sector
  • Proactively engage with program teams in the field to ensure that delivered assistance is linked with safe programming principles, including referrals to specialist providers, whenever necessary.
  • When assigned, engage with cluster/sector and other relevant coordination mechanisms, along with other Protection humanitarian actors in operational locations.

Reporting

  • Produce data collection, and prepare/compile reports and analysis on Protection as required
  • Support in field data collection to inform relevant internal and externally commissioned, protection assessments, risk analysis, needs assessments under the supervision of the Protection PDM
  • Ensure preparation and timely submission of all reports and updates to the Protection PDM

Coordination 

  • Represent NRC in field level protection meetings and coordination with relevant partners and share ideas for technical improvement.
  • Ensure close coordination and communication with other Core Competencies to encourage an integrated approach to program delivery.
  • Build strong working relationships with mandated and specialized protection actors at a field level
  • Participate in assessment and identification of protection gaps and coordinate with Protection PDM to address the gaps
  • Contribute to constructive, supportive and effective coordination and working relationships between NRC teams and ensure effective coordination between the protection teams and other CC departments.
  • Participate in regular program meetings and provide updates as appropriate. 
  • Engage in recruitment process for new protection staff as appropriate (e.g. Interview etc)
  • Support in induction process for new staff – responsible for induction process for direct reports and provide general support for induction for new staff if and when relevant.

Finance

  • Ensure supervision of the budget plan, and suggest appropriate expenses to the Protection PDM

Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

  1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:

  • At least 3 years of experience in an international or national NGO, preferably in an emergency or post-conflict setting, beneficiary reception and/or counselling, protection monitoring, protection case management, or related field.
  • Previous experience from working in complex and volatile contexts.
  • Previous experience in conducting or overseeing protection related activities.
  • Ability to present data and convey information clearly and concisely and identifying trends Ability to analyse data and integrate information from a wide range of sources.
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
  • Knowledge and understanding of international standards, and protection fundamental concepts and guiding principles.
  • Fluency in English (speaking, reading, writing), other languages are an asset. Computer skills, including MS Office (Word, Excel).

  • Fluency in Moldovan and English languages, both in writing and verbal
  • Knowledge of Ukrainian/Russian language is also an asset
