Contract Type: Service Contract (Short-Term Project)
Start Date: September 2026

We are seeking Enumerators (Service Providers) to support our Field Team. Working with Field Officer, the Service Provider will be responsible for executing primary data collection through structured interviews with refugees from Ukraine across the Republic of Moldova.

The service provider should deliver the following scope of work:

• Execution of data collection via telephone or in-person channels, including household-level surveys, key informant interviews, and individual interviews based on project requirements.
• Maintenance of respondent anonymity and establishment of a secure, trust-based environment during all data collection exercises.
• Strict compliance with REACH data collection SOPs, ethical guidelines, data protection standards, and Acted security regulations throughout the assignment.
• Accurate and timely input of collected data into the designated online questionnaire via the Kobo application.
• Provision of daily progress updates to the team leader and/or Field Officer, documenting data collection metrics and any field challenges (including tool functionality or stakeholder management).
• Availability for quality assurance follow-ups to clarify or correct missing or incongruent data points as required by project scope.
• Professional representation of the organization during external engagements with local authorities, communities, and other stakeholders.

Operational standards and requirements:

• Commitment to the core humanitarian principles of neutrality, impartiality, and non-discrimination during the execution of services.
• Strict adherence to project timelines, scheduled alignment meetings, data submission deadlines, and other reasonable project requests.
• Maintenance of professional, respectful, and collaborative interactions with all project stakeholders and team members.
• Commitment to delivering high-quality, honest, and accurate results across all aspects of the assigned scope of work.
• Full readiness for multi-day field deployments within Moldova, including required overnight stays, to fulfill data collection targets.
• Capability to undertake additional project-related tasks relevant to the scope of the data collection exercise, as requested by the team leader.

Qualifications:

• Secondary education required.
• Fluency in Russian, good knowledge of Romanian and/or English is an added value.
• Excellent communication and interpersonal skills. Ability to remain neutral and avoid introducing bias.
• Strong attention to detail and accuracy in data entry. High level of professionalism and accountability.
• Basic computer literacy and ability to navigate CATI software.
• Experience using ODK or KOBO Collect for quantitative data collection, or the ability to rapidly master the process.
• Experience using CATI platforms or similar electronic data collection tools preferred.

Daily Service Fee: 620 MDL net per day. The stated amount is the net fee payable to the Service Provider under the service agreement. Employer (Acted) pays all applicable taxes and mandatory statutory contributions separately, without reducing the stated fee.
