In response to the large-scale of displacement of refugees fleeing Ukraine, the Norwegian Refugee Council (NRC) is in the process of setting up humanitarian operations for refugees arriving in Poland, Romania and Moldova. NRC has been present in Moldova since 2022 and is launching programmes to assist refugees, helping them with financial assistance, access to information, legal assistance as well as accommodation support and education support. NRC is working to a great extent through local partners.   

A share of the support NRC is providing is through financial assistance (or “cash assistance”). Cash assistance is an effective way to support households, by giving them financial support to meet basic needs (e.g. food, hygiene items, medicine). In order to scale up our cash assistance programmes in Moldova and Romania, NRC is looking for a Cash Programme Coordinator , who will be supporting the roll out of the Cash and Markets programme.

The purpose of the Programme Coordinator position is to coordinate the day-to-day implementation of the Cash and Markets programme.

Responsibilities : 

• Coordinate the implementation of cash & market activities in Moldova and Romania
• Responsible for the implementation of strategic plans and the management of day-to-day project activities including staff, budget and assets in area of responsibility (AOR)
• Plan, monitor and evaluate cash & markets activities in area of responsibility; ensure SOPs are in place and logistical and operational needs are met
• Provide leadership and support on the design and rollout of NRC’s cash & markets programming
• Coordinate delegated portfolio of activities in line with proposals, strategies and donor requirements, ensuring high technical quality.
• Identify implementation opportunities for cash-based and market-based interventions.
• Contribute to the development of project proposals, log frames, workplans and budgets.
• Contribute to advocacy and emergency strategies and action plans.
• Representation and coordination in internal and external forums on behalf of NRC Cash & Markets, including with the Cluster/Sector/WG and other active NGOs/UN agencies.
• Provide supervision, motivation, and support to the Education team, including training and performance management.
• Prepare accurate monthly, quarterly and final narrative reports, log frames, and Sector 5Ws.
• Oversee NRC’s cash hotline and referral call center
• As needed, coordinate field visits and check in on partner activities
• Coordinate post-monitoring surveys with recipients of cash assistance as well as additional assessments and data collection as needed
• Support the C&M PDM in developing the Cash and Markets strategy
• Any other task relevant to the position as requested by the line and/or technical manager

We are seeking highly qualified, resilient, dynamic professionals to respond to Ukraine crisis and support people in Ukraine and refugees in the neighbouring host countries. 

Below is the general person profile that we are seeking:  

• University degree in a relevant subject
• 3 years’ experience in a project implementation position in an NGO or UN agency
• 1 years’ experience in a team leadership or line management position;
• Excellent computer literacy, including MS Office (Word and Excel, Microsoft 365 / Google Suite);
• Data collection tools knowledge appreciated (Kobo/ODK) is a plus;
• Fluency in English, both written and verbal
• Fluency in Moldovan and Ukrainian, and ideally Russian
