Project Background:
The Moldova Structural Reform Program is funded by the US Agency for International Development (USAID) and implemented by Nathan Associates Inc. The program aims to improve the business and trade enabling environment in Moldova by helping Government of Moldova (GOM) institutions and private sector accelerate the implementation of trade liberalization mechanisms, adopt structural and business enabling reforms, and improve strategic communications between private and public actors.
Overview:
Nathan is looking for a Field Accountant who will support the program, in consultation with the Finance and Administration Manager, ensuring smooth day-to-day operations of the financial aspects of the Program’s field office operations, including bookkeeping, cost tracking, bank account management, as well as reconciling all accounts on a monthly basis, among other responsibilities.
Responsibilities and Tasks
The Field Accountant will be responsible for the following, but not limited to:
· Maintaining field office accounting systems, including accurately recording expenses using QuickBooks according to Nathan Associates’ chart of accounts, and any other appropriate record keeping tools, as necessary;
· Filing all supporting documents related to local expenses to ensure compliance with USAID and Nathan Associates policies and procedures and Moldova tax and financial regulations;
· Preparing payments to vendors and processing payroll remittances as per the project’s accounts payable, maintaining petty cash, providing cash activity reports, making journal entries, and understanding the general ledger;
· Reviewing timesheets and expense reports of local consultants to complete the necessary documentation in compliance with local legislation and USAID and Nathan Associates Inc. policies and procedures;
· Coordinating with vendors for VAT deduction (or other applicable tax exemptions as allotted by Moldova law) and reviewing vendor invoices for accuracy.
· Reconciling local project accounting and providing appropriate documentation of all financial transactions for Home Office on a monthly basis;
· Support the inventory management process and the disposition of assets.
· Support with HR documentation and time evidence;
· Any other tasks assigned by the Finance and Administration Manager and/or Chief of Party that are consistent with the general requirements of the project.

The Field Accountant will report to the Finance and Administration Manager, with a copy to the Chief of Party.
Required Skills and Qualifications:
• A graduate degree in relevant discipline such as in accounting, business, economics, corporate finance or other related fields is required.
• At least three years of in similar work experience and a record of successful performance.
• Experience with donor projects preferred. Experience with USAID projects is a plus.
• ITC skills and familiarity with computer technology and knowledge of a variety of software programs related to the field. Knowledge of QuickBooks is an advantage.
• Detail-oriented, high ethical standards and professionalism, interpersonal skills.
• Fluency in Romanian & English are required; fluency in Russian is a plus

The program ends May 17, 2022, which is also the anticipated duration of employment for this position. The position is 50% or up to 60% part-time.
